IOHSK Announces New Leadership for Europe
IOHSK Regional Classification Europe (EUR)
The International Organization for Health, Sports, and Kinesiology (IOHSK) is pleased to announce the continued expansion of its regional leadership team for IOHSK Europe (EUR).
Following the appointment of Dr. Germina-Alina Cosma, University of Craiova, Romania, as President of IOHSK Europe on July 27, 2026, and the appointment of Dr. Adam Kantanista, Poznań University of Physical Education, Poland, to the European regional leadership team on August 18, 2026, IOHSK is delighted to welcome two additional distinguished scholars to its European leadership.
Dr. Toni Arndt, Swedish School of Sport and Health Sciences (GIH), Sweden, and Dr. Carmen Ene-Voiculescu, Ovidius University of Constanța, Romania, have been appointed as Vice Presidents of IOHSK Europe (EUR) for a two-year term, effective September 21, 2026, through September 21, 2028.
Together, the IOHSK Europe regional leadership team will support the organization's mission, academic collaboration, professional development, and expansion throughout 44 European countries.
Dr. Toni Arndt
Dr. Anton (Toni) Arndt is a distinguished Professor of Biomechanics at the Swedish School of Sport and Health Sciences (GIH) in Stockholm, Sweden. His academic and research career has focused extensively on lower-extremity biomechanics, muscle-tendon function, foot mechanics, athletic footwear, sports performance, and injury prevention. Dr. Arndt has also held significant academic leadership positions, including Dean of Research and Doctoral Education at GIH and, since 2022, Pro Vice-Chancellor. Internationally, he has contributed leadership to the International Society of Biomechanics and its Technical Group on Footwear Biomechanics.

Dr. Anton (Toni) Arndt is a distinguished Professor of Biomechanics at the Swedish School of Sport and Health Sciences (GIH) in Stockholm, Sweden. His academic and research career has focused extensively on lower-extremity biomechanics, muscle-tendon function, foot mechanics, athletic footwear, sports performance, and injury prevention.
Dr. Arndt completed undergraduate studies in biology and human movement sciences in New Zealand and Australia before earning his Master of Science from the University of Wollongong, where his research examined knee injury mechanisms in alpine mogul skiing. In 1993, he received a scholarship to pursue doctoral studies at the German Sport University Cologne. His Ph.D. research investigated asymmetrical loading of the human Achilles tendon and contributed important scientific evidence to understanding tendon biomechanics.
Following his doctoral studies, Dr. Arndt conducted postdoctoral research at the Karolinska Institute in Sweden, where he developed innovative methods for examining intrinsic foot kinematics. Since 2013, he has served as Full Professor of Biomechanics at GIH.
His research encompasses Achilles tendon structure and function, muscle-tendon force transfer, foot biomechanics, footwear effects, sports injuries, cycling biomechanics, and human performance. He has published more than 90 peer-reviewed scientific articles and has supervised numerous doctoral students.
Dr. Arndt has also held significant academic leadership positions, including Dean of Research and Doctoral Education at GIH and, since 2022, Pro Vice-Chancellor. Internationally, he has contributed leadership to the International Society of Biomechanics and its Technical Group on Footwear Biomechanics.
His accomplishments include receiving the Swedish Senior Prize for Sport Science Research in 2020 and serving as a consultant to World Athletics on athletic footwear compliance for elite competition.

Dr. Carmen Ene-Voiculescu is a Professor and Ph.D. habilitated scholar with extensive experience as a researcher, project manager, academic administrator, and leader in Sport Science and Physical Education.
She currently serves as Director of the Doctoral School of Sport Science and Physical Education and Director of the Research Centre within the Faculty of Physical Education and Sports at Ovidius University of Constanta, Romania.
Dr. Carmen Ene-Voiculescu
Vice President, IOHSK Europe
Dr. Carmen Ene-Voiculescu is a Professor and Ph.D. habilitated scholar with extensive experience as a researcher, project manager, academic administrator, and leader in Sport Science and Physical Education.
She currently serves as Director of the Doctoral School of Sport Science and Physical Education and Director of the Research Centre within the Faculty of Physical Education and Sports at Ovidius University of Constanța, Romania. Her extensive academic leadership experience also includes previous service as Scientific Secretary and Head of the Department of Physical Education and Sports.
As an ARACIS evaluator and academic audit expert, Dr. Ene-Voiculescu contributes to external evaluation and quality assurance processes for undergraduate and master's degree programs. Throughout her career, she has coordinated and participated in numerous national and European projects addressing important areas such as social inclusion through sport, child safeguarding, youth development, mental well-being, physical activity, and institutional capacity building.
She has managed major European initiatives, including PRISMA and Sitting Darts, and has contributed to international projects such as PCSOS, SCORE, and PLAYS.
Her research and doctoral supervision span a broad range of areas, including physical education, performance sport, biomechanics, digital technologies in athletic training, sport for all, sports management, and motor rehabilitation. She has authored or co-authored 16 books and published more than 100 scientific articles in recognized national and international journals.
Her recent scholarly work has addressed emerging topics including exergaming and athletes' reaction time, biomechanics education, personalized training for junior gymnasts, balance rehabilitation for children with autism spectrum disorder, and neuromuscular performance.
Through her academic leadership, international collaborations, research productivity, and commitment to inclusive sport, Dr. Ene-Voiculescu has made significant contributions to the advancement of sport science, physical education, and human development.
